I forgot if the video I downloaded was supposed to be in a rar or a standalone avi, and when I added .rar to the file name, it made it into a RAR, when it supposed to be an avi. When I add .avi to the file name, it is still just a RAR.
How do I make it an avi?

RAR is a compression format. Avi is a movie format.
make sure the extension is .rar and then open it with WinRAR. Rar is like a zip.

then have extension be .avi and open it with VLC
