So my fiancee has this tracfone that she uses and one day it up and shits the bed. You turn it on and the only message you get is "Sim Card Locked". Anyone have any experience with this issue? I've been told by a not so reliable source that there is basically no way to fix it and just get a new phone. True or False?

If she didn't do anything to the phone she should call the phone company. They should be able to fix it.

Did she buy the phone via a 3rd party? ie unlocked to begin with?
