So like, for a while now, Time Warner has been charging us $10 a month for 'another' IP.
What exactly does this mean? like, apparently, we can hook up two computers to the same internet line with this. I canceled it and didn't really see and decrease in speeds.

You just got rid of a completely unnecessary service. As you said, it basically lets you hook up a second computer to the same internet line. This is something you can do for free with a router anyway. It isn't in any way supposed to give you an increase in speed.

but let's say my sister were to jump on the computer and start up WoW while I'm downloading the next season of Hana Yori Dango while uploading the latest episode of Naruto, would I lose speed? I'm looking at mainly upload speed.

All you were paying for was the extra IP, since you two would have been using the same physical connection you would have suffered the same loss in speed.

buy another internet connection for each computer if you're that worried
