In IPB 2.2 fast reply is amazing. It has a bunch more features than quick edit.

You can quote in Fast Reply. Highlight some text then click the fast reply button. It should have a button that says "Add Selected Text As Quote" below the Fast Reply box. If that doesn't work just try it again.
